In dem Gutachten wird Nachhaltigkeit nicht als dekoratives Schlagwort verstanden, sondern als verbindliche Handlungsmaxime. Jede Maßnahme wird daran gemessen, ob sie ökologische, soziale und wirtschaftliche Folgen zugleich berücksichtigt. Kritiker bemängeln allerdings, dass solche Kriterien oft schwer operationalisierbar sind. Gerade deshalb fordert das Gutachten transparente Abwägungen statt pauschaler Versprechen.

Every measure is assessed by whether it considers ecological, social, and economic consequences at the same time. Critics note, however, that such criteria are often hard to operationalize. For that reason, the report calls for transparent trade-offs instead of broad promises.
